Here is the KB Solution once and for all.
Everytime I reinstall Windows I end up with duplicate address books in Outlook. I know some of you have had the annoyance before as well. Here is how to fix it. Hmmm, it was pretty easy.
Never be foiled by dual Outlook contact lists again!

3 steps to doing a complete OUTLOOK 2003 Migration. Follow these 3 processes and you can completely move your outlook install complete with accounts. You must have Office 2003 installed on the new PC.
1. Mail - This is the obvious one. Your mail is all in one (sometimes more) .pst file located:
C:\Documents and Settings\user\Local Settings\Application Data\Microsoft\Outlook
2. Settings - the settings files are here:
C:\Documents and Settings\user\Application Data\Microsoft\Outlook
3. Accounts - this is the difficult one. You must export the following key from your registry:
HKEY_USERS\S-1-5-XX-XXXXXXXXXX-XXXXXXXXX-XXXXXXXXX-XXXX\Software\Microsoft\Windows NT\CurrentVersion\Windows Messaging Subsystem\Profiles\Outlook
This is the longest of the USERS keys but it is not the one that has "_Classes" after it.
After exporting it send it to the other PC. Look in your registry and find out what that long USERID (the Xs above) is on the new machine. You will need to edit the .reg file and replace the USERID from the old PC with the USERID from the new one. Then merge the file with the registry. If Office is installed in the same place you are done. If you have Office installed in different location on the new PC you will have to edit all the keys in the updated part with the correct path. I imagine you should do this before opening Outlook.
Voila! Migrated accounts. You will, however, have to re-enter your passwords. You may have to follow the steps form the KB article in the previopus post to fix your address book.
