What brand of router. did you try http://192.168.1.1 instead of https
PPPoE will not matter on the PC level, as that should be handled by the router.
You might try the right click on LAN icon and select repair under xp, in network connections.
go to the router config on the working pc, and make sure there are enough ips in the address pool.
have you tried unplugging the power to the router, and reconnecting it after 30 secconds.

I had the same sort of completely different thing after changing my Yahoo BB router. The clock was ticking but I couldn't send mail or look at the usual shit I look at on the Web. So after endless dicking about, I turned everything off for twenty minutes ... and suffered agonies wondering wtf I was going to do with myself for twenty whole minutes without the Internet there to kill time. I was 'at a loss'.
It sort of worked, and then like a cold it gradually got better. This makes me think that networks are not wholely inorganic entities, and that you might have some success in talking nicely to it rather than saying harsh things like "Fuck this stupid cunt of a computer!"
