Strange game in Yoyogi-koen

Just what are these people doing?
They seem to be playing some strange game that has them changing clothes. There is a big T taped off on the ground. I saw like 20 different groups playing the same game.

... and I know specifically who's behind it. It's the big Japanese crows. ngahh ngahhh. They seem to gather in the parks quite a bit. They command the game players from the trees. Friggin' Sigma Team.

They were actually looking for me...I took out their commander one not so fine morning...he beckoned me he did...he was quite suicidal I should say...he simply had no chance at that range...I shot him in the head with a lead pellet from my air rifle I did...I lodged it in his brain and he instantly fell to his death from across the way from yon rooftop...He shall crow at me in the morn nevermore...His body rotts still....a message it is...for sigma team...yes...
