Pretty cool. I believe it due to fatigue in you cones (the eye cells that distinguish color.) If you stare at one color too long, and then look away, you'll usually see the complimentary color (to the one you were looking at.) I wonder if the movement speeds this along, or if it's something like your brain trying to filter out the distraction (since you're supposed to be staring at the plus.) Interesting.
One of my old physical science books (and McNevin may remember this,) had a picture of the american flag in cyan, black, and yellow. If you stared at it, and looked away, you'd see the proper red white and blue colors burned into your vision for a minute.
